  17. <p>    It was the equivalent of arresting Dwight Eisenhower in the
  18. wake of the Normandy invasion. Last week Cuba announced that Army
  19. General Arnaldo Ochoa Sanchez, a hero of the revolution and former
  20. top commander of Cuban forces in Ethiopia and Angola, had been
  21. arrested for drug trafficking and corruption. Ochoa, said the
  22. Communist Party paper Granma, had "reached agreements" with drug
  23. smugglers "near our territory." In addition, six other military
  24. officers were similarly arrested.

  26. <p>    What was going on? Some observers believed that President Fidel
  27. Castro was conducting one of his periodic political purges, weeding
  28. out officers suspected of disloyalty. Others thought he was finally
  29. acknowledging what the U.S. has long charged: that high-ranking
  30. members of Castro's government are up to their necks in allowing
  31. Cuba to become a transshipment point for U.S.-bound cocaine.
